Workforce and Population Strategies for the Green Transition

We are pleased to announce the release of our report, Workforce and Population Strategies for the Green Transition – Labour as an Implementation Gap. 

This report explores how labour and skills shortages are becoming critical barriers to implementing a just and green transition and examines the steps needed to build a resilient workforce equipped to meet future demands.    

Drawing on expert interviews and an extensive review of more than 70 sources, the report identifies key bottlenecks affecting workforce readiness, including demographic shifts, skills gaps, gender disparities, and limited access to vocational training. It also highlights the importance of cross-sector collaboration to align education, industry, and policy efforts and ensure that no one is left behind in the transition to a low-carbon economy.     

Further the report presents two practical models aimed at supporting strategic decision-making: 

  • The Quadrature of Competencies, which identifies the core skills needed for green jobs,  
  • The Synergy Model, which offers a structured approach to enhancing cooperation across sectors and breaking down policy silos.
